A "special person" is anyone who requires special considerations for personal care and support due to cognitive and/or physical impairment. Special Needs Planning involves creation of a financial and legal road map to address special person's unique personal, financial, and social needs. The goal is to protect the person from exploitation by others and to engage government financial assistance without disqualifying the person from such benefits.
